India received far more H-1B work visas than any other country in 2025, according to U.S. State Department visa statistics. Citizens of India were issued 127,584 H-1B visas. Citizens of mainland China were issued 23,733.
That means India got about 5.4 times as many H-1B visas as China. Together, the two countries account for about 84% from India and 16% from China of the visas in this comparison.
Month by month
India's numbers were highest at the start of the year, with about 17,000 visas in January. They stayed between about 10,000 and 14,000 a month from February to July, then dropped to about 7,000 in August and September. They rose again to about 10,500 in November.
China's numbers were much lower and steadier, usually between about 1,400 and 3,000 a month. The highest month was December, at about 3,000.
What these numbers mean
These are H-1B visas issued by U.S. embassies and consulates. They are not the number of people who applied, and they are not the number of H-1B petitions approved by USCIS. People who change status inside the U.S., for example from a student visa to H-1B, usually do not need a visa stamp, so they are not counted here.
